Khalil Moufarrej is a project management, claims professional, and Expert Witness based in Dubai, United Arab Emirates. He has over 40 years of experience in Project Management, Contracts & Subcontracts Management, Claims Preparation, Project Commercial Management and Procurement, expert in document checking and verification, Forensic Expert, Quantum Expert Witness, and Technical Expert Witness. Khalil is a qualified Engineer with a MSc in Construction Management.

He has held construction, project manager, and project director positions with Developers and Contractors in Saudi Arabia, Lebanon, Qatar, and United Arab Emirates where he has been resident for the past 13 years. This vast experience has enabled Khalil to become a specialist in project management, Contracts Administration, claims for cost and time, Technical and Quantum Expert Witness, Forensic Expert, and the successful conclusion of large value and/or complicated accounts on a wide variety of projects employing various forms of contract.

His experience portfolio includes many prestigious and successful projects throughout the Gulf and Lebanon, including shopping malls, hotels, schools, infrastructure, high rise buildings, power stations, housing development, industrial buildings, and oil and gas installations.
